Based on what you know about Russian climates, which city would likely be the most difficult to travel to?

I am assuming the Russian city which would likely be the most difficult to travel to is Norilsk - it is the northernmost city, and there is almost no possible way to reach it by land. It is extremely cold too, so not many people are willing to go there anyway.
