Which problem was not a social or economic problem facing the United States at the end of the Civil War? The federal government refused to lend any assistance to the South. Four million freed slaves had nowhere to go, no jobs, and no education. The former Confederate states had no local governments, post offices, or police. Southern cities, farms, factories, and transportation systems were ruined.
