    The 1791 constitution birthed the National Assembly, which ruled alongside the king, set out to represent the interests of the general will. It both limited the king's power and asserted its legal by introducing it into the Constitution and forming a system for recurring elections. Since there was a fear that the country would be ruled by representatives' self-interest, the king was allowed a suspensive whilst representative democracy weakened the king's authority.
