Why were undesirables drawn to Oklahoma after the Civil War?

There was free land available.

There was a lack of law and order.

There were fewer Native Americans.

There were no forts to protect the people.

    The answer is there is no forts to protect those people. So, because of that, they were drawn to Oklahoma.
