    The correct answer is

    3. The Aztec government was made up of city-states that were loyal to their kings.

    The city states were sort of independent but had to answer to the main king. Each had their own priests and a ruler and their supreme judge, but they all had a main king that ruled over the entire empire. One of those was the famous Montezuma.
