How might the farmers have defined "war" as it pertained to the presidents war powers?

    Assuming you mean "Framers" and not "farmers," they defined war as being a conflict between either the US and a foreign nation, or the US and the Native Americans, since many of the conflicts taking place during this time had to do with Native settlements.
