What was the "root issue" that prevented congress from adding texas to the u. s. for many years?

    There were several issues that prevented congress from adding Texas to the u. s. for many years. The "root issue" was that, Texas was a slave state and the United States was unsure of inducting a state that preferred slavery. The other issue was that the united states did not want to get into a war with Mexico.
