The answer to the question of "When the western allies created West Germany as a nation in 1948, how did the Soviet Union respond? It established a blockade of West Berlin. It recognized West Germany as a nation. It agreed that East and West Germany should unite. It withdrew its troops from East Germany." is that the Soviet Union established the blockade of West Berlin. The first West Berlin blockade started in 1948, right after the other parts of Germany started to merge. Also, it did not withdraw the troops from East Germany until the end of the Cold war, and Germany was united also only at the end of the Cold War, many years later
