    The correct answer here is C.

    Pullman porters definitely needed a union as they were treated so badly and not well at all. They Had to work 20 hours a day and were permitted to sleep only 4. They had to carry luggage and make beds. On top of that they even had to buy their own uniforms with their own money. So in order to be treated well they organized a union.
