What factors made it difficult to for the continental congress to create an effective army

    Yeomen refused to fight in continental army, would only fight in local coalitions, the people refused the military draft (the government ended up having to pay bounty for them to fight for shorter than original term). In addition, the soldiers were often poor youths, older foreign-born men, ex-convicts, and former indentured servants so they were untrained and unfinished
