    If you are referring to the Mexican American war, then the answer is the United States who fought and won in Veracruz which enabled them to march towards Mexico City. It happened in 1847, but there was an American intervention in Veracruz in later times, modern ones, in 1914, where the US had control over Veracruz for 7 months.
