Who or what do the three figures in the cartoon represent? To What 1937 FDR plan does the cartoon probably refer? Did FDR follow through with that plan? Why or why not?

    One represents the legislative branch, the other judicial. This is referring to the controversial decision FDR made in which he wanted to pack the Supreme Court with more justices, in an effort to get more Democrat friendly justices so that the agenda could be pushed further. This would not end up going through though because of the controversy surrounding this move
