Why did the leaders of the united states decide to create a new plan of government in 1787

The Articles of Confederation "created a loose confederation of sovereign states and a weak central government," which allowed the states to have almost all the power; they were desperate for a more influenced and stronger central government which led to the Constitutional Convention of 1787. The Constitution was signed September 17th, 1787.
