To raise troops for the Union forces in 1862, the Lincoln administration:

a. had to rely on volunteers because Congress refused to permit a draft.

b. federalized all state militias.

c. promised every volunteer a homestead farm or its cash equivalent.

d. threatened states or congressional districts with a draft if they did not meet their quotas of volunteers.
