Why did Lincoln choose to wait until the North won a major battle to announce the Emancipation Proclamation?

    So the American people wouldn't think this was the main reason for the war. They also needed to know the war was going to be won before they made such a proclamation. It also got African Americans to want to join the effort to free their people from the conditions they were in
