    The judicial branch could use the constitution as evidence to not allow the law to pass, and congress could veto it

    The president (head of the executive branch) could veto the federal tax bill if they didn't agree with it or found it unfair to the American people. The judicial branch could review the bill if it came up in a court case. They would have the power to deem it unconstitutional perhaps because the tax increases were extremely high.
