The Byzantine Empire was ruled by an emperoro with title of autocrat, contrary to latin europe where secular and ecclasistical powers were separated in Byznatium emperor had power over the church and controll it this system was known as cesaropapism, Byzantium had rebuild bureocracy and senate but senate was ofcourse secondary to emperor
