Which sentence best describes popular sovereignty? The will of the people should dictate who would be governor. The people that live in a territory should choose whether to allow slavery or not. The president should make decisions about slavery. The popular vote is more important than the electoral vote.

The idea is to maintain the consent of the people through elected representatives. Therefore the notion of popular sovereignty is represented in the notion that "The people that live in a territory should choose whether to allow slavery or not."
