    Capitalism was the reason of great inequality and the main cause of people opposing each other.

    Explanation:

    Due to the great difference in ideology of the people of America caused by the Great Depression stage the people were rooted either for or against the ideologies of socialism and communism as a whole.

    This pockmarked people against each other leading to a state of tension between individuals and formed communities based on the ideology supported and followed. Making people have bitter relationships and a state of complete inequality which could not be solved on a lower state level as suggested by Hoover.
