Why was Justinian reform of law so important

    The justinian reform created several regulations in order to prevent government officials from becoming too corrupt.

    Before the reform, a lot of government officials were untouchable by laws, so they often received a lot of bribes from the citizen in order to hide some amount of their tax payment for the government.
