    A Confederation. Despite the actual grouping of states into one "unit", the idea of a confederacy is to let the states essentially rule for themselves. Sovereign simply means self-ruling which is what each state would follow under union beliefs. There is no established law of the land for any unions as it would defeat the purpose.
