King James before he became King of England was already the King of Scotland. He was King James VI when he governed Scotland from July 24, 1567. And as King of England and Ireland, he was James I from March 24, 1603 until he died. The union of the crowns of Scotland and England made him James I. Scotland and England were actually individually sovereign, have their own parliamentary rules, judiciary policies and laws but they were just ruled by James in personal union.
