    Supreme Court declared that the government could restrict speech more in times of war than in times of peace.

    Explanation:

    During war times, every form of freedom of speech and civil liberties do suffer greatly. This is because, the government would not want speeches to go against them and aggravate issues during war. This was put in place by Justice Oliver Wendell Holmes of the Supreme Court, during the Schenck v. United States case of 1919. The arrangement has been consistent in the history of the country, starting from the revolutionary war and when the US gained independent from Britain.
