Why would Japan have had reason to resent the Five-Power Naval Treaty of 1922?

    Japan have had reason to resent the Five-Power Naval Treaty of 1922 because it allowed them fewer ships than the U. S. and Britain in which they limited the kindly o f parity they hoped to have on the world stage in terms of naval power.
