The correct answer is - D) President John Tyler offered a joint resolution for annexation to Congress, requiring only a majority of votes in order to make it binding.

President Tyler, who was not part of any of the two big political parties, decided to take matters into his own hands and try to annex Texas because he wanted to gain a large mass of supporters in order to win another four years in office. Since Texas was seen as a place that promoted slavery, and there was a big despise for that in the United States, he went on to make a secret deal with the Texas authorities, and after that he promoted the deal to the public. Big portion of the politicians were against the annexation of Texas, but Tyler played tactically and requested a vote for it, where it was going to be decided by a simple majority, and he managed to get what he wanted.
