It was applied in Europe, but not to colonies in Africa or Asia.

Self-determination was allowed for sovereign countries in Europe and boundaries were returned to pre-war status. However, colonies were not granted independence. Colonies such as India, Vietnam, and cities in China were all hoping for independence as was all of Africa. However, colonies remained or were transferred from losing countries to the winning.
