The quote above presents the "clear and present danger" test, which can be used to limit a person's right to free speech. Why are rights guaranteed in the Constitution limited instead of absolute?

    They must provide safety as well as freedom at the same time is the reason why the rights mentioned in the constitution are limited instead of absolute. For example, if someone walked into a daycare, school or any other public place and said "I’m going to shoot this place up." This does not make sure that it is a freedom of speech because it can harm the Americans by its action.
