It could be said that period of flourishing economic and social development which took place in the Canadian province of Quebec in Canada during the governments of Jean Lesage (in 1960) and Robert Bourassa (in 1970), was called "The Quiet Revolution" because of the intense socio-political and socio-cultural change occurred during these Liberal governments that sought, among other things, the secularization of government as well as the creation of a welfare state in which the state protects and promotes the economic and social well-being of the citizens, especially the ones unable to provide themselves of the minimal requirements for a good life.

Regarding the secularization of government, process in which religion loses its authority in the main aspects of social life so that societies can progress through modernization and rationalization, the primary change was the creation of the ministries of Health and Education as an effort from the provincial government to take direct control over health care and education fields, which had been under control of the Roman Catholic Church.

This Quiet Revolution, briefly described above, also extended beyond Quebec's borders, influencing as well the contemporary Canadian politics.

It was quiet because the modernization was done without the war, which is highly unusual for countries suffering changes of that magnitude. It was a revolution because people managed to separate politics from the church. The first state-run welfare was created ... It was the time of rapid changes.
