According to the United States Constitution, the process to amend any constitution is clarified in the Article V of the U. S. Constitution.

According to this Article, any proposed amendment must first go through the Congress in the House of Representatives and also in the Senate. Then, after two-thirds of the Congress approves the amendment, it will again go through the State Legislatures. By sending a letter of notification to the respective Governors of the states, the amendment has to pass three quarters of the states for approval. And, if and only when it has been approved by three-fourths of the states, will the proposed amendment become a law.
