Explanation:
Teenagers even to this day still get in the army by forging parent signatures. Birth Certificates. Etc. In WW1 a teenager served at the young age of 14!

You can apply at 17 but, you have to be accepted in first after that when you turn 18 you went for basic training at your closest training camp
