    American Congress has all powers to introduce a bill or a proposal. The bill is scrutinized closely and then it is passed on to the next house.

    House of Representatives introduce the tax bills in the legislature. Both the houses support the bill and it is submitted to President' bureau.

    If the President casts off a proposal then both the houses have all authority to supersede it in order for the bill to become a law.
