    On November 12, 1938, Hermann Goering told the German government that Adolf Hitler proposed the emigration of Jews to Madagascar. During the talks in London, Hjalmar Schacht, president of the Reichsbank, tried to get an international loan to send Jews to Madagascar. In December 1939, Joachim von Ribbentrop, the German foreign minister, even included the emigration of Jews to Madagascar as part of the Pope's peace proposal. Since Madagascar was still a French colony during these talks, Germany had no way of making its proposals without France's approval. The start of World War II ended these talks, but after the defeat of France in 1940, Germany no longer needed to coordinate with the West on its plan.
