    The United Nations Convention first took the initiative to determine the status of refugees in the year 1951. This system of refugee in Canada is primarily controlled by the Immigration and Refugee Protection Act (IRPA). It is basically comprised of some programs that are related to the Humanitarian resettlement and refugees, in order to protect them in the foreign countries. Before 1950, there was no policy made on the refugees that lived in Canada.
