    In the given statement," a circle circumscribed around a rectangle" meaning the circle is inside the rectangle. so the biggest possible diameter of the of the circle is the smallest side of the rectangle which is 10 cm. then the circumference is C = pi*D

    pi = 3.1416

    D is the diameter

    C = 3.1416 * (10 cm)

    C = 31.416 cm is the circumference
