    1.7 feet

    Step-by-step explanation:

THe initial height was 5.4 feet

It went down by 3.2 feet, so the new height at 7 AM is:

    5.4 - 3.2 = 2.2 feet (at 7AM)

Then, it went up by 0.6 feet at 1PM, so new height is:

    2.2 + 0.6 = 2.8 feet (at 1PM)

THen again went down by 1.1 feet, so new height:

    2.8 - 1.1 = 1.7 feet (at 8PM)

Hence, the height of the low tide at 8 PM was 1.7 feet
