So one easy way is to make the equation equal to only one place holder so
-7x-4y=16
add 7x to both sdies
-4y=16+7x
multiply both sides by - 1
4y=-16-7x
divide both sides by 4
y=-4-7/4x
subsitute values for x and get values for y

if x=0 then y=-4
if x=1 then y=-5 3/7
etc
