This is redundant, it can be rewritten as y=3x+1. to better understand this we can easily graph this line in the form y=mx+b.

First you have to know the value of either x or y. If x is 2, and y is 20, it would be false.
But if x is 2 and y is 21, it would be true.
So, the equation is open!
