    At 9 a. m. it was - 3

    by noon, it was 12

Jorge said it was getting warmer outside ... Jorge is correct.

    because - 3 is a temperature 3 degrees less then 0 ... and 12 is a temperature 12 degrees more then 0.

so the temperature, from 9 a. m. to noon, rose 15 degrees.
