    28 divided by 4 = 7

    7 x 3 = 21

The 3 packs of notebooks that were sold had 21 notebooks on it. Since there is a total of 28 notebooks in packs of 4, that means we only have on pack left, and one pack equals to 7.

So, we have 7 notebooks left (one pack).
