Speakeasies and bootleggers were a product of the Volstead Act. The Volstead Act prohibited the manufacturing, transportation and sale of alcohol in the United States. The time this took place became known as the Prohibition Era, which lasted from 1920 to 1933. Speakeasies and bootleggers sold liquor and imported it despite the ban.
