Explain why applying a vertical translation and then a horizontal translation produces the same result as applying a horizonatal translation and then a vertical translation

    Because it wouldn't matter which direction you go in first. For example would it matter if you took two steps left then three forward or if you took three forward and then two left. It wouldn't because you would end up in the exact same place.
