    No, this is because on the right side of the decimal, the number is smaller the further the last digit goes to the right. 0.70 is the same as 0.7. So since 7 is in the tenths place in 0.7, only one spot away from the decimal to the right, but 7 in. 07 is in the hundredths place, two spots away from the decimal to the right, then 0.7 is the bigger number.
