The given ratio of one person rooms to two person rooms in the hotel is 2 : 3

Let one person room be x.

if the building company had built 36 two person rooms in the hotel then,

    2 : 3 = x : 36

    so,

    solving it we get x = 24

Hence 24 one person rooms must be build to have the correct ratio of rooms.
