    Step-by-step explanation:

    l*h=40 cm^2

    l * (l+3) = 40 cm^2

    l * (l+3) = 5*8

    so l=5, h=8

    when l=5+10/100 * 5=5+1/2=5.5 cm

    h=8+10/100*8=8+8/10=8.8 cm

    Area now is 5.5*8.8=48.4 cm^2
