All you have to do is divide 9 from 100 and you would get 0.09. After, you multiply it by 100 and you would get 9 or 9%.
A better example is if the fraction was like 5/8, you would divide 5 from 8 and get 0.625. When you multiply 0.625 by 100, you would get 62.5%.

The answer is 9% because
1% is 1/100 so it is 1 out of 1 hundred
and 9 out of 1 hundred is in simplified form
