The probability of drawing a vowel and a constant in any order ...

    for consonant first ...

    (2/3) (1/3) = 2/9

    for vowel first

    (1/3) (2/3) = 2/9

So the probability of getting a vowel and consonant in either order is:

    2 (2/9) = 4/9
