    2 x 3.59 = 7.18 total for the notebooks.

Subtract that from what he can spend:

    13 - 7.18 = 5.82 can be spent on pens.

Divide that by the price of a pen:

    5.82 / 1.49 = 3.9

    They can but 3 pens.
