Answer: He can buy 6 books

    explanation: 8.5% of 5.49 is 0.46. 10% of 5.49 is 0.54. 0.54 + 0.46 is $1.00

    5.49 + 1.00 = 6.49, 40 divided by 6.49 is 6.16 books, but because you cant buy a 16th of a book, he can only buy 6 books.
