    A. There were 28 girls and 12 boys playing soccer.

    28 : x% = 40 (the total number of children) : 100%

    40x = 28 * 100

    40x = 2800

    x = 2800 / 40

    x = 70%

    There were 70% of girls in the class.

    70 / 100 = 0.7

    7 / 10 = 0.7

    This is why A is the correct answer.
