An animal shelter has 18 puppies. If the puppies are 36% of the total dog and cat population, how many dogs and cats are in the animal shelter?

    50 dogs and cats are in the animal shelter. Just do 50 times. 36 and you'll end up getting 18 puppies. The answer is 50.
